Mosaic Opioid Recovery Partnership

Background
Massachusetts secured over $900 million from legal actions against companies for their role in the opioid crisis. This funding, distributed over the next 18 years, will support substance use prevention, harm reduction, treatment, and recovery, with 40% allocated to municipalities and 60% to the state’s Opioid Recovery and Remediation Fund (ORRF).
The Healey-Driscoll Administration selected RIZE to manage the ORRF Community Grant Program through a unique public-private partnership, funded by the MA Department of Public Health, Bureau of Substance Addiction Services, and powered by RIZE, that will allow small, community-based organizations and municipalities to apply for settlement funds. Now called Mosaic Opioid Recovery Partnership, the program is specifically designed to support communities and populations that have been historically underserved and have experienced a high rate of opioid-related overdose deaths. The grants will be community-led and culturally responsive, aimed at reaching individuals and families affected by the opioid overdose epidemic.
NOW OPEN: Community-led Opioid Response Efforts Grant Program
RIZE will award $3,750,000 over three years to organizations with locally led initiatives to reduce the harms caused by the opioid epidemic through its Community-based Opioid Response Efforts (CORE) grant program. The primary goal of this first round of grantmaking is to help organizations deepen their impact, bring their work to scale, and build a strong and sustainable infrastructure to meet the needs of the populations they serve. The grants will provide general operating support with a focus on capacity building. The three-year grants will range from $50,000 to $150,000 annually, depending on the organization’s size and budget.

Grant Guidelines & Application
How Funds Can be Used
The primary goal of this first round of grantmaking is to help organizations deepen their impact, scale their work, and build a strong and sustainable infrastructure. Grants will provide general operating support with a focus on capacity building. Nonprofits can use this unrestricted funding to address urgent and emerging issues, sustain operations, strengthen organizational infrastructure, or meet different operational needs.
Funds cannot be used for:
- Fundraising pursuits
- Capital campaigns or annual appeals
- Clinical or drug trials
- Support for individuals or the promulgation of religious beliefs
- Lobbying or legislative activity
Who Should Apply
Nonprofit organizations that focus on all aspects of the care continuum, including prevention, harm reduction, treatment, and recovery. The organizations should also work with diverse communities and populations that have been historically underserved and have experienced a higher rate of opioid-related overdose deaths. This includes organizations that:
- Have a total annual operating budget of under $5 million.
- Deliver prevention, treatment, harm reduction, and recovery programs and services in Massachusetts.
- Up-to-date and in compliance with all the state and federal reporting requirements (taxes, Form PC, etc).
One goal of this program is to give voice, through financial assistance, to non-profit organizations with promising new ideas and approaches.
Grant Selection Criteria
All proposals will undergo an unbiased, fair, equitable, and timely grant review process that includes people with lived and living experience and other subject matter experts. RIZE recognizes that not every proposal will address all of the items below, but in general, seeks to fund organizations that:
- Clearly demonstrate a need for support and articulate how the grant will advance its mission.
- Plan to build organizational capacity to sustain activities and services into the future.
- Deliver programs and services that reflect the input of their communities.
- Address disparities in existing services and outcomes and improve equity.
- Build or participate in partnerships, coalitions, or networks to address community needs.
- Create or sustain innovative programs that fill gaps and fix shortcomings in the current system..

Future Opportunities
There will be two additional grant rounds in FY25 with different eligibility and criteria. The second round of funding will focus on matching municipal settlement funds in cities and towns using best practices to end the overdose crisis, utilizing Care Mass resources, conducting community outreach and needs assessments, and collaborating with others. The third round of funding will focus on population-based or program-specific opioid response efforts. More details on these funding opportunities will be provided at a later date.
