Meet the Team
RIZE Massachusetts Foundation (RIZE)
RIZE is a public–private nonprofit foundation committed to funding and collaborating on solutions to end the overdose crisis. RIZE was selected by the Healey-Driscoll Administration to power Mosaic due to its ability to deliver impactful programs and bring together key stakeholders. As the hub for the Mosaic Municipal Training & Technical Assistance (TTA) Program, RIZE convenes partners, develops standardized assessment tools and guidelines tailored to local needs, and ensures that municipal leaders have the essential support they need to manage their funds, regardless of their level of preparedness. Through Mosaic, RIZE applies its experience working with organizations and municipalities so that communities most impacted by the overdose crisis can access the tools and resources necessary to effectively address and mitigate the harms caused by the opioid epidemic.
C4 Innovations (C4): TTA Lead
C4 provides strategic oversight and ongoing support to the Mosaic TTA program and the Community Grantmaking Program. Based in Massachusetts, C4 specializes in tailored TTA and capacity-building services. With a mission-driven approach, C4 employs talented professionals, many of whom have lived experience. They lead SAMHSA’s SPARK initiative for recovery-oriented change across the U.S. and participate in BSAS’s Recovery Education Collaborative. Mosaic’s partnership with C4 gives grantees and municipalities access to experienced trainers, fostering a safe learning environment that respects diversity and accommodates various learning styles through engaging teaching strategies and case examples.
Institute for Community Health (ICH): Evaluation & Learning
ICH is a nonprofit consulting organization that specializes in participatory evaluation, applied research, assessment, planning, and training. As Mosaic’s evaluator, ICH establishes key TTA outcomes while developing a system to track both process and outcome data. They ensure data quality, train regional coordinators, and capture insights through surveys and reflection sessions to document successes and lessons learned. ICH also partners with health systems, philanthropies, government agencies, and community organizations to strengthen services and maximize program impact.
Massachusetts Association of Health Boards (MAHB): Governance & Legal TTA
BME Strategies & Central Massachusetts Regional Planning Commission (CMRPC): Regional Coordinators / Spokes
RIZE established a partnership with BME Strategies and CMRPC to serve as regional coordinators/spokes for the Municipal TTA program. These partners bring deep local knowledge and cultural fluency, helping tailor interventions that address not just substance use but also related issues such as housing, employment, and mental health, leading to more sustainable outcomes. Their flexibility allows them to respond quickly to emerging needs, while collaboration fosters skill-building and resource sharing.
BME Strategies is a public health consulting firm with over two decades of experience in driving sustainable change focused on community health and equity throughout the Commonwealth.
CMRPC, created by the MA Legislature in 1963, serves 40 communities in Central Massachusetts, convening and advising local stakeholders and government entities to address critical municipal and regional issues.
