Starting July 1, 2025, the training and technical assistance program previously under Care Massachusetts will officially transition to Mosaic Opioid Recovery Partnership (Mosaic), a public-private collaboration funded by the MA Department of Public Health, Bureau of Substance Addiction Services (BSAS), and powered by RIZE Massachusetts Foundation (RIZE).
RIZE approaches this work believing partnership is at the heart of training and technical assistance. We are committed to working alongside cities and towns to help them use their abatement funds to build solutions and strategies rooted in the community.
BSAS is making this change to streamline services, deepen community connections, and align training and technical assistance more closely with the state’s broader opioid abatement grantmaking strategy. Mosaic already administers the community grantmaking program, including the municipal matching grants, so this transition allows for a more efficient and coordinated approach.
To ensure every municipality has a trusted local partner, Mosaic is launching a “hub and spoke” model with regional coordinators and advisory boards embedded in communities across the state. These local team members will bring deep knowledge of local needs and a shared commitment to help you succeed.
Also starting July 1, 2025, BSAS will begin overseeing reporting for municipal opioid abatement funds. The revamped reporting system will make it easier for municipalities to complete their reports and will produce better data that will result in a greater level of transparency as to how opioid settlement funds are being expended at the local level. Additional details will be provided to municipalities in the months ahead.
